Fusion 11 Mojave guest will not install

I'm testing Fusion 11 trial to see if I should upgrade from 8.5. In particular I would like to be able to run Mojave as a guest. I did have the betas running as a guest in 8.5, but the final version will not install due to the error "Mojave requires a graphics card that has Metal support". I can see why I'd get that in 8.5, but I'm also getting the same error in Fusion 11.

 

I started a new VM, dragged the Mojave installer app onto it and booted the guest to the macOS Utilities screen. Clicking "Install macOS" displays the message that a Metal card is needed. According to System Info, my graphics card on my physical machine is supported for Metal (Mac Pro, High Sierra with Nvidia GeForce GTX 750) but I would think those specifics would be hidden from the guest Mojave VM anyway.

 

So what's going on here? This is major feature of Fusion 11 that seems to not work. Am I doing something wrong? A quick check of the guest General settings says the that the OS is selected as "macOS 10.14" and Compatibility shows hardware version 16 is selected. I'm not sure what else I can try.
