VSA Manager Plug-in won't Enable

I have just finished an upgrade of VSA 1.0 to VSA 5.1.0 on a 2 node VSA HA Cluster. I see both VSA-0 and VSA-1 as version 5.1.0.0(5.1(SN 0)). I am able to migrate a VM from one ESXi 5.1 host to the other ESXi 5.1 host so I believe everything is working correctly. The only problem is that I am unable to Enable the VSA manager Plug-in. I am receiving the attached error, "The server could not interpret the client's request. (The remote server returned an error: (404) Not Found.)" The VSA in installed on the vCenter server and that server has never had more than 1 NIC.  Without the Plug-in I am unable to manage the VSA.  What do I need to do to Enable the VSA Plug-in?
