Virtual machines always slow?

Hey, the main question I'm asking is should virtual machines always be noticablly slow compared to the host machine? I've never had luck running any OS's on my vmware as I get enough lag for them to be un-practical. I need to be able to run windows 8 smoothly on my virtual machine as I plan on using it for developing apps using Visual studio 2012. I did have it on a seperate partition but as I want to encrypt my whole drive I need to get down to one OS, but as you need windows 8 to develop win8 apps I need to access it somehow!

 

My machine: Dell XPS 15. Intel core i7 2670QM @2.2Ghz, 6GB RAM, 2GB NVIDEA Geoforce GT540M, 750GB HDD.

 

My setup Virtual Machine with windows 8 professional 64bit: 1 processor with 4 cores, 3GB RAM, 60GB HDD.

 

What seems wrong here?! Cheers for any help!

 

Note: I'm using vmware workstation 9.
