vpxuser shell

Does the vpxuser need a shell?

In 3.5, its passwd entry had /bin/false; in 5.1 it's /bin/sh.

Is this a requirement in 5.1, or can I set it to /bin/false?

BTW, this is a DoD STIG requirement (/bin/false)
